Анотація

Вступ. У підвищенні дієвості кліматичного фінансування важливе місце належить досконалій методології оцінки ефективності його інституційного забезпечення. Значущість її розробки й впровадження зумовлені численними проблемами в сфері кліматичного фінансування. Водночас, точний вимір ефективності ініціатив з фінансування кліматичних програм / проектів залишається складним завданням унаслідок ускладнення розмежування суто кліматичного фінансування і загальної фінансової допомоги країнам, множинності джерел кліматичного фінансування, проблем точного відображення його фінансових потоків й недосконалої системи їхніх обліку і звітності.

Мета. Метою є визначення методологічних засад оцінки ефективності інституційного забезпечення кліматичного фінансування.

Методи. У дослідженні застосовано системний підхід, монографічний та історичний методи, методи компаративного й експертного аналізу.

Результати. Визначено значущість розробки методологічних засад інституційного забезпечення кліматичного фінансування. Виокремлено різновиди ефективності інституційного забезпечення кліматичного фінансування з огляду на її поліморфний характер і блоки її комплексної оцінки. Представлено авторське бачення критеріїв й індикаторів такої ефективності.

Висновки. Методологія оцінки ефективності інституційного забезпечення кліматичного фінансування має концентруватися на виявленні / аналізі / оцінці ключових напрямів / сфер інституційного регулювання, що уможливить координацію зусиль з узгодження підходів / інтересів у протидії / боротьбі / мітигації (пом’якшення наслідків) / адаптації до змін клімату / відновлення / трансформації. Це в свою чергу вимагає однозначного з’ясування наслідків зміни клімату / джерел і процедур кліматичного фінансування / кліматичних і супутніх їм фінансових ризиків; досконалих розкриття інформації й надання звітності, пов’язаної зі змінами клімату, міжнародної кооперації.
