STRATEGIC ORIENTATIONS OF DEVELOPMENT PHARMACEUTICAL INSTITUTIONS OF COMMUNAL OWNERSHIP IN THE POST-WAR PERIOD

The use of tools for strategic management of community-ownership pharmacy establishments will provide the ability to forecast their future development, will allow to see the perspective taking into account the potential and real influence of internal and external environmental factors. The purpose of the article is to develop the theoretical provisions of the strategic management toolkit and practical recommendations for the development of community-owned pharmacies in the post-war period. It has been established that the strategic toolkit of development is a set of interdependent elements, with the help of which the effective process of managing the development of the enterprise is carried out. It is aimed at achieving certain financial indicators related to the concept of goods, works, services, as well as the technology of their creation, implementation and management. There is a well-founded need for further socialization of the pharmaceutical business by increasing the number of community-owned pharmacies. The necessity of their use of the components of the strategic toolkit of development in three directions has been proven. The first direction concerns the improvement of the mechanism of cooperation between pharmacy institutions and state authorities regarding the implementation of the national reimbursement program. Reimbursement of expenses for dispensed medicinal products is proposed to be carried out for each report on dispensed medicinal products within 5 working days from the date of receipt of such a document by the managers of budget funds. It is proposed to create direct social accounts for categories of citizens served under this program. In order to supplement and update, monthly review and supplement the medicinal products provided by the state program "Affordable Medicines". The second direction is related to the optimization of the regulatory policy regarding the implementation of measures to increase innovation activity. This is the provision of additional medical services to regular customers, the introduction of medical practice within pharmacies, the delivery of medicines using drones. The third direction involves incentivizing staff for increasing sales of medicines. It is proposed to use a flexible system of wage supplements based on the results of customer service. This practice is possible with automation and personalization of sales.
